Halo 3 does not have more...ODST has more because Halo 3's multiplayer achievements can be achieved with the ODST multiplayer disc (i.e. you can get all of Halo 3's mp achievements since essentially when you put in the mp disc you are putting in halo 3). This includes ones you can't get without ODST on the 3 new maps. It also has the original 1,000 gamerscore for campaign and firefight.
