Governments don't really tax companies, otherwise the companies wouldn't set up business there in the first place. It's the fact that Poland and China has people that will work for less than $1 an hour. Even if the government could stop these companies laying off workers, it would be more expensive to do so than to let the unemployment rate go up even further.
